Terrence Miller

SFM Companies

Terry is the President and Chief Executive Officer at SFM, he joined SFM in 1984. He is a Certified Public Accountant and holder of the Chartered Financial Analyst designation. He previously practiced with KPMG, the largest international independent auditing firm. He is a member of the Minnesota State Society of CPAs, the American Institute of CPAs, CFA Institute, and the Insurance Accounting and Systems Association. He serves on the National Association of Mutual Insurance Companies’ Accounting and Financial Issues Committee and on the Small Sums Board of Directors and chairs its Finance Committee.

Terry is an honors graduate from the University of Minnesota-Duluth, and earned a master’s degree in business administration from St. Thomas College in St. Paul, Minnesota.

Sheila Brown

The Traveler Companies, Inc.

Ms. Brown has over 35 years of experience in the insurance industry in a variety of financial roles. She is currently Vice President, Enterprise Risk Management at Travelers. Over her 25-year career at Travelers, she has held a variety of finance positions, including Assistant Corporate Controller and Assistant Corporate Treasurer. Prior to joining Travelers, Ms. Brown had extensive experience in finance functions in the insurance and reinsurance industries, including serving insurance clients for KPMG.

Ms. Brown has considerable experience serving on non-profit boards. She has served on the boards of JA of the Upper Midwest, The St. Paul Public Schools Foundation, and, most recently, Como Friends, which provides financial support to Como Zoo and Conservatory (2012-current).

Ms. Brown serves as an insurer representative on the WCRA Board.

Self-Insurer Representative

Daniel Greensweig

League of Minnesota Cities Insurance Trust

Daniel Greensweig serves as a self-insurer representative on the WCRA Board. He is the Administrator of the League of Minnesota Cities Insurance Trust (LMCIT).  In that position, he is responsible for all operations of a self-insurance pool providing workers’ compensation and property/casualty coverage to more than 1,000 Minnesota cities and other local government public entities.  Before joining LMCIT, Dan was the Director of Operations and General Counsel for the Minnesota Association of Townships Insurance Trust.  He has been an Assistant State Auditor and Director of that office’s Tax Increment, Investment, and Finance Division, a shareholder at the Minneapolis law firm of Kennedy & Graven, and assistant general counsel at PrimeVest Financial Services, a national broker-dealer.

Richard Long

Western National

Mr. Long is President and CEO of Western National Insurance Group. He serves on their board and the board of their affiliate and subsidiary companies as well as several industry boards, including the WCRA.

Prior to joining Western National in 2010, Mr. Long worked at Farm Family Casualty Insurance Company in Albany, New York. Mr. Long obtined his BS from the School of Management at the State University of New York at Binghamton and achieved his AIC, CPCU, and ARe from the Insurance Institute of America early in his career.

Jean Machart

Children's Cancer Research Fund

Jean Machart is a Health Executive, most recently CFO and COO, and Interim CEO, at the Children’s Cancer Research Fund. Prior to CCRF, she served in Vice President roles of Digital and AI and Operations at UnitedHealth Group, leading enterprise digital capabilities, with the purpose of helping members live healthier lives. She is an active member of the Women’s Leadership Health TRUST, Global Minnesota with the World Expo 2027, and the Board Chair for Women Leading in Technology within Minnesota Tech.

Prior to UnitedHealth Group, Jean held Officer roles at Ameriprise Financial within Client Experience directly reporting to the CIO, and General Manager positions within banking, brokerage, and wealth management, and at American Express Financial Advisors, she held positions in finance and platform delivery.

Machart holds a bachelor’s degree in finance and mathematics from the University of Wisconsin-Madison, and a master’s degree in business administration in information technology and operations from the University of Minnesota – Carlson School of Management.

William McCarthy

Minnesota AFL-CIO

Bill McCarthy is a Minneapolis native, a Vietnam War veteran, and a University of Minnesota alumnus.  In 2002, Bill was elected President of the Minneapolis Regional Labor Federation, a position he held for more than 13 years. In 2015 he was elected President of the Minnesota AFL-CIO before retiring in 2022.

Paul Moore

Minnesota Management & Budget

Paul Moore is the Assistant Commissioner of Accounting Services. He leads the Accounting Services Division, which conducts statewide accounting and payroll functions. He joined Minnesota Mangement and Budget in 2014. Prior to his tenure as Assistant Commissioner, Mr. Moore served as the agency’s Chief Financial Officer. He also worked in the Budget Services Division as a Senior Executive Budget Officer. Mr. Moore holds a Master of Public Administration degree from Minnesota State University, Mankato, and a Bachelor of Arts degree from the University of Minnesota, Twin Cities.

Samuel Nolley

Arch Insurance Group

Samuel Nolley is Chief Pricing Actuary at Arch Insurance Group. In that role, he leads the actuarial teams supporting a wide variety of specialty property & casualty insurance products. Before joining Arch, Mr. Nolley was a predictive modeler at Sentry Insurance, and a reserving and consulting actuary at EY.

Mr. Nolley is a Fellow of the Casualty Actuarial Society, a Member of the American Academy of Actuaries, and he holds a B.B.A. in economics and actuarial science from the University of Wisconsin-Madison.

James Oukrop

HealthPartners, Inc.

Jim serves as a self-insurer representative on the WCRA Board. He has been employed by HealthPartners for over 37 years and is the Manager of Health and Safety.  Jim has been on the Board of the Minnesota Employers Workers Compensation Alliance since 2009, serving as vice president from 2012-2015 and as president starting in 2016.  He also serves on the Minnesota Self-Insurers’ Security Fund (SISF) Board of Trustees.

Public Representative

Kenneth Peterson

Ken is a public representative on the WCRA Board. Now semi-retired, he served for eleven years as Commissioner of Minnesota’s Department of Labor and Industry and as Deputy Commissioner for two years.  In addition to private law practice, Ken has served as Minnesota’s Deputy Attorney General, St. Paul’s Deputy Mayor, and directed the city’s Planning and Economic Development department.

Ken also serves on the Board of Directors of the History Theatre and is the mayor of St. Paul’s appointee on the Board of St. Paul District Energy.

Edward Reynoso

Teamsters Joint Council 32

Ed is the political director for Teamsters Joint Council 32, which represents over 62,000 members in Minnesota, Iowa, North Dakota, and South Dakota. He started his career as a Teamster in 1981 and was most recently a national political field representative for the Teamsters. Ed also serves on the Workers’ Compensation Advisory Council, Governor’s Workforce Development Council, Minnesota Job Skills Partnership, and Energy Sector Partnership.

State Board of Investment

Jill Schurtz

Minnesota State Board of Investment

Schurtz began her term as the Executive Director and CIO at the MN State Board of Investment in October 2022. Schurtz joins the Minnesota SBI from the St. Paul Teachers’ Retirement Fund Association, where she was CIO and executive director beginning in 2014 and managed the fund’s $1.2 billion investment program and $120 million of annual pension benefits. Prior to St. Paul, Schurtz was CEO of New York-based asset management firm Robeco-Sage, having been promoted from chief operating officer. Before that, she was a director at Knight Equity Markets, and prior to that was an attorney at the law firm of Skadden, Arps, Slate, Meagher & Flom.

She was also vice president, investment banking at U.S. Bancorp Piper Jaffray, and before embarking on a financial career was a commissioned officer in the U.S. Army for seven years, where she rose to the rank of captain. Schurtz is currently a member of construction engineering firm M.A. Mortenson’s board of directors and chair of its investment committee and is a member of Alerus’ board of directors. She is also on financial planner Okabena Investment Services’ investment advisory committee.

Schurtz is a graduate of the United States Military Academy, West Point, and received her law degree from Columbia Law School.

Allison Waggoner

DCI, Inc.

Allison serves as an employer representative on the WCRA Board and is the human resources and communications manager for DCI, Inc. in St. Cloud, Minnesota. In her position she is responsible for safety, workers’ compensation, benefits, employee relations, labor relations, and all other aspects of human resources functions. Prior to joining DCI, Allison was self-employed as a human resources consultant and speaker on various topics relating to human resources and employment law.
